ASHEVILLE, N.C.—The historic neighborhood of Biltmore Village in Asheville, North Carolina, was transformed by Hurricane Helene from a picturesque area into a muddy, debris-clogged bomb site in late September.
By Oct. 2, the waters from the Swannanoa River had receded from its highs at street level but left large areas of sticky mud all around town.
Within two days, however, teams of workers had cleared large amounts of wreckage and were restoring power.
